It's both. Yes they are working just to spend money, but also yes, there is always something to fix and they are always fixing or upgrading something. We have roads here in the Denver area that are just fine , but they grate ‘em up and resurface them every 4 or 5 years , while other ones are Pothole City and NEVER get resurfaced . Talking to a highway construction foreman , he said either they use the allotted funds or lose them , so they use them regardless of need . Government … what a joke .

Having a TEC-9 in a burger food store reminds me a bit of GTA San Andreas. Now, just imagine if you'd do that in the game. You go into the Burger Shop, order something, you get denied and then touch the R2 Button and pull out your TEC-9. Oh my god! I'd like to try that with my PS2 game.

I think Michael Douglas was playing this character as a man who has not quite lost all their graces. The fact that he is concerned for the welfare of the child who tells him how to use the bazooka kind of says this. The fact he says look out and also makes sure he is out of the way speaks volumes.
